Today, we have some fabolous news for you. and J&K Government has approved the creation of 398 various categories of posts for Anti Corruption Bureau. Not only this, Six New police stations will be step up over a period of 3 years. 

Recruitment for these 398 various posts will be done phase wise.

1) 130 Posts will be created in Phase -1 (Current year)
2) 139 Posts in Phase-II (2019-20)
3) 129 Posts in Phase -III(2020-2021)

Finally, the Governor's Administration has accorded sanction to the creation of 398 posts of various categories for the Anti-Corruption Bureau and establishment of six more Police Stations over a period of three years starting from current financial year.

However, no decision has yet been taken on the proposal seeking Special Investigation Allowance to the officials in the highest anti-corruption body on the pattern of Central Investigating Agencies. The EXCELSIOR in its edition dated January 6, 2019 had exclusively highlighted the delay on the part of the Government in either granting additional manpower or as per the already sanctioned strength to the Anti-Corruption Bureau (previously Jammu and Kashmir State Vigilance Organization).

 It was further highlighted that the Anti-Corruption Bureau was still working with one-third of the sanctioned manpower although workload has already increased enormously keeping in view the deep-rooted menace of corruption in the State and almost all the Branch SSPs of the ACB were working with far less than the sanctioned strength. Moreover, it was mentioned that merely change in the nomenclature from State Vigilance Organization to Anti-Corruption Bureau was not going to help in tackling the menace of corruption in more effective and meaningful manner. 

The issue was debated by the State Administrative Council (SAC) headed by Governor Satya Pal Malik in its meeting held on January 14, 2019 and accordingly decision was taken to provide necessary manpower and infrastructure to the AntiCorruption Bureau so that it performs duties effectively and achieve the objective behind the Jammu and Kashmir Prevention of Corruption Act. 

To implement the decision taken by the State Administrative Council, the General Administration Department today issued an order whereby sanction has been accorded to the creation of 398 posts of various categories in a phased manner over a period of three financial years-2018-19, 2019-2020 and 2020-21 for six new Police Stations of the AntiCorruption Bureau. Of these posts, 130 would be created in Phase-I (during current financial year), 139 in Phase-II (2019-20) financial year year) and 129 in Phase-III (during 2020-21 financial year). One post each of Deputy Inspector General of Police and Superintendent of Police, 4 posts of Chief Prosecuting Officers, 12 posts of Deputy Superintendents of Police, 38 posts of Inspector (Executive), 25 posts of Sub-Inspectors etc are among the total number of posts sanctioned for creation. 

Six new Police Stations of the Anti-Corruption Bureau will also be established in a phased manner over a period of three financial years---2018-19, 2019- 2020 and 2020-21. During current financial year Police Stations would be set up at Anantnag and Doda while as during 2019-20 financial year Police Stations would be established in Baramulla and Rajouri. During Phase-III (2020-21 financial year), 

Police Stations would be set up at Udhampur and Central. For Anantnag and Doda Police Stations, 65 posts each have been sanctioned while as for Baramulla and Rajouri Police Stations, sanction has been accorded to the creation of 70 and 69 posts respectively. Likewise, for Udhampur and Central Police Stations, 63 and 66 posts respectively have been sanctioned. "The decision to establish new Police Stations and create posts in a phased manner has been taken in order to ensure adequate budgetary provision", sources informed. 

Meanwhile, in exercise of powers conferred by Clause-O of Sub-Section-1 of Section 4 of the Code of Criminal Procedure and in supersession of SRO-229 of 1976 dated April 23, 1976, Government has notified the territorial jurisdiction of the Police Stations of Anti-Corruption Bureau for investigation of offences triable under the Prevention of Corruption Act, Jammu and Kashmir Criminal Law Amendment Act and the provisions of the Code of Criminal Procedure. The existing Police Station Anti-Corruption Bureau Jammu will have jurisdiction over Jammu, Samba, Kathua, Reasi, Rajouri and Poonch districts while as existing Police Station Srinagar will have jurisdiction over Srinagar, Budgam, Ganderbal, Baramulla, Bandipora, Kupwara, Leh and Kargil.

 The Police Station Anti Corruption Bureau Doda, which will be set up during the current financial year will have jurisdiction over Doda, Kishtwar, Ramban and Udhampur while as Police Station Anantnag, which will also be established during 2018-19 financial year will have jurisdiction over Anantnag, Pulwama, Shopian and Kulgam. "The jurisdiction will be re-defined with the establishment of four more Police Stations in next two financial years", sources said. "Though manpower and infrastructure issues have been resolved by the Governor's Administration yet proposal to grant Special Investigation Allowance to officials of the Anti-Corruption Bureau on the pattern of Central Investigating Agencies has not been cleared", sources said
