Yes, it is true that NET Exam from 2017, will be held only once a year and this is the reason that there was No UGC NET Notification in April 2017. As per the revised UGC Calendar, Notification for UGC NET 2017 will be announced on 24th July 2017 and Exam will be held on 19th November 2017.

UGC NET 2017 Notification : Complete Details
There was much uncertainty till the first week of June, as to when the UGC NET Notification, will be announced, which as per the Schedule was to be announced in the month of April. After that, there were rumours that instead of CBSE, National Testing Agency may conduct the NET Exam.
As a rule, CBSE has to conduct the NET Exam twice a year, however, in the Month of April, when the CBSE could not announce the Notification, for the July Exam, there was news that CBSE had written to Ministry for HRD for its inability to conduct the NET Exam in future due to burden of other Exam, however, Ministry rejected the CBSE's request with a relaxation to conduct NET Exam once in a year. For the first time, in so many years, NET will be conducted only once in 2017, which is a setback for genuine NET Aspirants, as they have to wait for One year for appearing in the Exam.
After a gap of nearly three months, CBSE had cleared the confusion and announced the Schedule of UGC NET Exam. As per the Official Notice, Notification for UGC November 2017 NET Exam will be announced on 24th July 2017.

1) CBSE's Website: Prior to 2014, NET was conducted by UGC, but from 2014 onwards, CBSE was given the permission to conduct the exam on UGC's behalf. It is CBSE that releases the Notification, facilitates online application, releases Admit Card, and conducts the Exam. and all this information right from announcement of Notification to conduct of exam is exclusively available on CBSE's Website @ www.cbsenet.nic.in
2) Newspaper: UGC NET is one the most popular exam in India and ever year at least 6 to 7 lakh candidates appear in this exam and this is the reason that its widely publicised through Print Media and If you are regular newspaper reader, then you won't miss the Upcoming NET Notification.

UGC NET 2017 Exam Dates
Finally, on 6th June 2017, CBSE had released a Short Notification, confirming the Schedule of NET 2017 Exam.
1) Date of announcement of UGC NET Notification: 24th July 2017
2) Dates of Online Registration: 1st August to 30th August 2017
3) Date of UGC NET 2017 Exam: 5th November 2017

CBSE changed the Exam Date of UGC NET Nov 2017 Exam
Today, CBSE has released a Short Notification, making changes in the Exam Date of UGC NET November 2017 Exam. As per the Official Notification, now the revised Date of CBSE NET Exam is 5th November, previously UGC has mentioned the exam Date on 19th Nov 2017

Who can appear for UGC NET 2017 Exam?
If, you are willing to appear in the Upcoming NET Exam in November 2017, then you should full fill these eligibility conditions.
1) Educational Qualification: Applicant must have completed Masters Degree in a concerned subject with not less than 55% marks. However, applicants belonging to SC/ST/OBC etc need only 50% marks.
Applicants must note that they can appear for NET only in the subject of their Post Graduation. In case that subject is Not available in the List of Subjects for which NET is conducted then they can appear in the related subject
2) Age Limit: There is No upper Age Limit for applying for Eligibility for Assistant Professor. However, those seeking JRF Profiles should have their Age limit not exceeding 28 years
Note: Final Year Candidates, can appear in the NET Exam provided they have their PG Degree completed at the time declaration of UGC NET Result and having obtained No less than 55% marks.
Update (As on 10th July, 2017)
Revised UGC NET 2017 Eligibility Criteria (New Amendment)
1) Only Top 6% of the candidates in the Merit List belonging to reserved categories (SC/ST/OBC) will be declared as Qualified, previously it was 15%. Also, the reserved category candidates have a preference for Lower minimum marks, as per the cut off marks.
2) General Candidates even after scoring the more marks than reserved category candidates are declared as Not qualified, even after scoring more minimum marks in the exam.
These amendments in the qualifying criteria of UGC NET Exam are announced after Kerala High Court declared by UGC Selection process as UnConstitutional.
Note: It is not yet confirmed, whether candidates from General Category, are selected on the Basis of Top 15% OR Top 6% and the picture will get clear only after the announcement of NET Notification on 24th July 2017.
Why this Amendment?
This amendment is on the grounds after the Kerala High Court Judgement, thereafter UGC analysis the Results of NET Exam of last 20% years and found that over the Last 2 Decades, the No. of candidates qualifying the NET Exam from reserved categories is as high as 68% to 92%.
This lead to the outnumbering of General category candidates by Reserved category candidates
When comes to Jobs in Colleges / Universities, there are less No. of NET Qualified candidates available for Open Merit posts and incidentally reserved category candidates got selected in Open Merit posts in Colleges / Universities.
