Today the Office of Govt. Medical College, Kathua has announced a Job Notification and invited applicants for 45 Posts of . Applicants should note that these posts will be filled on Contractual basis, with period of Contract initially for 3 months and extendable to 6 Months. Moreover these posts are being filled on Academic Arrangement basis as per provisions of S.O 364 of 2020.

It is pertinent to mention here that the Selection of the Forester Posts has been stayed by the Honourable bench of CAT Srinagar and this is the reason till date there is a no announcement of Forester Exam dates 2023.
Why the Forester Posts have Stayed?
Some aspirants have approached the CAT Srinagar Bench and filled an application demanding a stay on these posts over the Recruitment Rules. These aspirants demand that the minimum qualification for these posts shall be Changed to
"Bachelors degree in Science or Equivalent qualification with at least one of the subject in Forestry, Botany, Zoology, Agriculture, Bio-Technology, Environmental Science, Horticulture, Science Subject as directed by J&K HC order dated 14-12-2017
However, JKSSB advertised these posts with Basic Qualification as 10+2 with Science subject.
It is being reiterated that the Aspirants who have stayed these posts belong to B Sc (Forestry) Background or Science ground and this is why they want it to be changed in their favour. Obviously, the Higher Qualification simply means a lesser number of candidates applying for these posts and which in turn means Less competition.
When is the Next JKSSB Forester Hearing Scheduled?
As per the Latest Tribunal order, the next hearing for JKSSB Forester posts is scheduled on 4th October 2023, with the Last hearing held on 4th August 2023. So, there is a 2-month big gap between the two hearings.
There is a an interesting thing, which i have noticed in this matter, is that there are more than 5 instances when None appears for the Applicants (Nether the Aspirants now their Counsel), and this lead to the adjournment of the case. This also puts a question mark on the Aspirants who have stayed in these posts. If you people are not appearing on the Case dates, then how justice will be delivered. There is also a big possibility, that they might be doing it intentionally.
Again, it is a matter of grave concern that Original Application was filed on 31st August, 2022 and its a year, and the matter still remains undecided. So Big Question marks on the Judiciary system too.
When can we expect the JKSSB Forester Exams?
Forester posts being stayed by the court has put the future of over 1 lakh candidates at stake. There by causing Depression and Anxiety among candidates. It is high time, government should intervene and get this matter settled up once and for all.
As i have told you at the very start of this post, my gut feeling is that there won't be any JKSSB Forester Exam in 2023, so you have to wait till 2024 when there may be a possibility that JKSSB may conduct the Forester Exam.
As per the Criteria for Forester posts, Firstly, there shall be a Phiycial test for these posts, and only those who qualify for the Walk test will proceed to the next stage of examination.

Written Exam : JKSSB will conduct the Written Exam, comprising of 120 MCQ's , with each question carrying One mark. There will be a penalty of 0.25 marks for every incorrect answer.

Update (As on 31st March, 2022): On 31st March, 2022, GAD has written to the Forest Department to Re-refer 250 Forester Posts to JKSSB for Direct Recruitment before 2nd April, 2022. This means Posts are available with JKSSB and now can be announced anytime.

Let me be clear very early, JKSSB Forester Advertisement is not yet announced, but is expected shortly, as posts have been re-referred to JKSSB for direct recruitment . A total 250 Forester Posts are referred to JKSSB for Direct Recruitment. What NEWS is there on the Forester Recruitment in J&K?
First, see this Data related to JKSSB's previous Forester Recruitment advertisements.
So, you can see in the Last 18 years, JKSSB has advertised 307 Forester Posts through 3 Notifications, but will you believe that Recruitment Process for these posts is still not completed and not a single candidate gets appointment against these posts.
Reason is JKSSB fails to conduct the Height Measurement Test / Walk test and Written test for these posts. Then, there can be some litigations against these Advertisements too. But all in all, it is a mockery of the FAST TRACK Recruitment process.
8th Oct, 2021: Then on 8th October, 2021, JKSSB has released a Notification, where in candidates who have applied for these posts are informed that they have their Walk Test / Height Measurement test starting from Nov, 2021.
But again that could not happen too.
3rd Feb, 2022: Then again on 4th Feb, 2022, J&K Govt. releases an order stating that "All posts referred to JKSSB and JKPSC prior to 31st Oct, 2019 shall be withdrawn". This decision came as a shocking news to scores of aspirants who have applied for various posts, including Forester Post aspirants who have been waiting since 2004 for the completion of selection process.
This decision received a strong backlash from the Job Aspirants and Political parties, who urged the Honourable LG of J&K Shri Manoj Sinha ji, to rethink on this decision.
8th Feb, 2022: On 8th Feb, 2022, J&K LG has assured that all the Withdrawn Posts shall be re-advertised and re-referred to recruitment agencies. He also informed that due to Reorganization of J&K, posts had to be removed due to implementation of new laws in Jammu and Kashmir, new domicile, reservation and recruitment laws but now they will be recruited under new rules. Otherwise these may invite Fresh litigations. So govt, has no choice but to withdraw these posts.
When JKSSB Forester Recruitment 2022 will be announced?
Anytime, we can expect the announcement of JKSSB Forester Posts.
Because J&K Government is a hurry to fill these posts as these posts have been pending for recruitment from Last 20 years. So, they won't waste much time and fill these posts As soon As possible.

1)11th Feb, 2021: JKSSB has returned the pending posts of Forest Department including Forestor to the Forest Department.
2)14th Feb, 2022: GAD requested these posts to be re-referred to JKSSB with in a week's time.
3)28th Jan, 2022: A proposal was sent to the Forest Department to amend the Recruitment Rules.
4)7th March, 2022: Recruitment rules were updated and File gets cleared for the posts to be re-referred to JKSSB for advertisement.
5)31st March, 2022: On this Date, GAD issued a communication to the Department of Forests, Ecology and Environment for referring the 250 Forester Posts to JKSSB before 2nd April, 2022. This means, Posts are now with JKSSB, and they can announce it anytime. Here is the Copy of the Order given below.
So, we can expect the JKSSB Forester Recruitment 2022 to be announced anytime.
JKSSB Forester Posts Eligibility Criteria (Big Changes in Rules)
Forester Post in the J&K Forest Department is one of those posts, for which candidates have been waiting for so long. These posts were advertised in 2004, 2010 and 2013 and later withdrawn. Then Government asked the Forest Department to Re-refer these posts to the JKSSB.
However the Recruitment Rules for these posts were not revised in the last 30 years and the even the previous recruitments were announced with these old recruitment rules.
Now, in 2022, J&K Forest Department has made some Big Changes in the minimum qualification for direct recruitment for the post of Foresters in the Jammu and Kashmir Forest (Subordinate) Service Recruitment Rules,1991 notifled vide SRO-335 dated 28th November, 1991
The previous Rules were outdated and moreover there was No separate criteria for Female Candidates. In the revised rules, Female candidates are given due relaxation in Height Measurement / Physical Tests.

What is the Salary of Forester in Forest Department ?
A Forester in a Forest Department of J&K is a Non-Gazetted Post, with the recruitment done by JKSSB. The Salary of Forester gets revised over time, but as per the 7th Pay Commission, this is the Salary Structure of a Forester.
Starting Salary: The Starting Salary of Forester in J&K Forest Department will be Rs 29500 during the Probation period. As per the Government Service Rules in J&K, an appointee will get only the Basic Pay + Rs 300 (Medical Allowance). It is only after the completion of Probation Period, an appointee will get Other allowances Like DA, TA and HRA.
Career Growth of Forester
A forester in the Forest Department of J&K has a lot of Career growth. If you start the job at an early age, then you can get 3 to 4 promotions.
1) A Forest's First Promotion is Divisional Forest Officer (DFO)
2) A DFO get promoted as Range Officer Grade-II
3) A Range Officer Grade -II can progresses to Grade-I
4) A Grade-I Range Officer can be promoted to Assistant Conservator of Forests.
