As of now, JKSSB has announced two Recruitment Advertisements in 2022.


1) Advt No. 01 of 2022 for 89 Posts

2) Advt. No. 02 of 2022 for 169 Posts. 

3) JKSSB Advt No. 03 of 2022 for 1395 Posts

The Registration from for both these Advertisement Notifications has been closed and Now the Registration will start very soon for the Upcoming JKSSB Advt. No. 03 of 2022. In the Last week of April, 2022, JKSSB Chairman has informed that posts will be announced anytime, and give a week's time for the announcement of these posts, but finally the posts were announced on 26th May, 2022 for 1395 Panchayat Secretary Posts.


Now, Lets discuss about the JKSSB VLW / Panchayat Secretary Recruitment 2022. It is pertinent to mention here that Honourable LG of J&K Shri Manoj Sinha ji has informed that Government has identified 20,000+ posts in various Govt. Departments and these will be referred to recruitment agencies (JKSSB/JKPSC), so that the recruitment process can start.


Even the JKSSB Chairman also confirms that 4000 posts have been received for Advertisement. So in the coming week, expect some good number of vacancies to be announced. In this post, we will discuss the complete details of JKSSB Village Level Worker vacancies. 1595 VLW / Panchayat Secretary Posts Referred to JKSSB 


On 17th April, 2022, it is informed that JKSSB has received 1500 Village Level Worker Posts from General Administration Department for direct recruitment through Competitive Exam, to be conducted by JKSSB. As the posts are now referred, so you can expect the Official Advertisement anytime. 

So, start preparing for the Exam, as the competition in this exam, is expected to be sky high. 


1395 Posts Referred to JKSSB (Update : 6th April, 2022)


On 29th March, a Government Order is released, where 1395 Non-Gazetted posts are referred to JKSSB for recruitment. It is clearly mentioned in the order, that Commissioner / Secretary to Government Department of Rural Development and Panchayati Raj to refer these vacancies to JKSSB with in a period of 4 days. 


This means we can expect the Notification for Recruitment of Panchayat Secretary anytime. So gear up for the Upcoming JKSSB Recruitment 2022.


JKSSB VLW Recruitment 2022 : Details.


A Village Level Worker is an entry Level Post in the Rural Development Department. 


These posts are generally filled under Direct Recruitment Quota. Though some Village Level Worker posts are filled through Promotion Quota too from Class IV employees. 


A Village Level Worker in Rural Development Department has other names like


1) Multipurpose Worker (MPW)

2) Gram Sevak / Gram Sevika

3) Panchayat Secretary


But as we have explained above, that now all these posts have been merged and will be designed as Panchayat Secretary for future recruitments.

Salary: The Salary of Village Level Worker for the First 2 years shall be Rs 20200 only. This is because there will be Probation period of 2 years. After the completion of Probation Period, appointee will get Full Salary, along with allowances Like DA, TA and HRA.


During the First 2 years, only Basic Salary and Medical Allowance will be give.

How many VLW Posts will be announced ?


It is only at the time of Official Notification, we get to know about the exact number of Panchayat Secretary vacancies. But as a speculation, it looks, there will quite a good number of panchayat Secretary posts, as panchayat Secretary is a district level post and moreover with the addition of more Panchayats, there is every likelihood that Number of Panchayat Secretary / Village Level Worker (VLW) posts will be well above 1395 (One Thousand Ninety Five)


Moreover, Panchayat Secretary / Village Level Worker vacancies have not been announced from the last 4 years. So expect a handsome number of vacancies in 2022-23.

Job Profile of  VLW / Panchayat Secretary in Rural Development Department (RDD)


In Jammu and Kashmir, Rural Development Department is the sole Govt. Department, that does the recruitment for VLW's / Panchayat Secretary. The posts are filled after these gets referred to JKSSB from the department. Panchayat Secretary is a one such post, for which vacancies are created at regular intervals.


In our analysis of last 10 years, we have seen that VLW posts are advertised after a gaps of 2 to 3 years. Unlike Jr. Assistant posts, that are more advertised in J&K, VLW's is also advertised to some extent.

A Village Level Worker (VLW) / Panchayat Secretary acts as a communication channel between the government and villagers. He acts  as the administration's spoken person and convey the problems and issues of local people to the administration.


1) A Village Level Worker is a development agent, who encourages the people of his/ her Panchayat to become  a dominant partner in overall development activities .


2) VLW help people to develop entrepreneurial skills. They make people aware of the various schemes, subsidy announced by the Government from time to time.


3) They provide direction to the farmers to use cost-effective technology, so that after the use of technology, the farmer would not face the problems like soil erosion, soil degradation, less production


Salary of Village Level Worker/ Panchayat Secretary in J&K


A village level worker (VLW) / Panchayat Secretary in the Rural Development Department is an entry level Group C Post. 


It comes under the Level -2 ( Rs 19900 - Rs 63200), which is equivalent to Driver post in UT Government. 


Salary: The starting salary of a VLW in J&K is approximately Rs 20200/- which gets increased as DA increases and Annual increment.


During the First two years (Probation Period), a newly appointed Panchayat Secretary, will get only Basic Salary + Medical Allowance. 


So, the Salary for First 2 years will be : Rs 20,200


It is only after the completion Probation the Appointee will get other allowances. So the Salary after completion of two years will be Rs 28000/-


i) Basic Salary: Rs 19900

ii) DA (@28%) : Rs  5572

iii) HRA (@8%): Rs 1592

iv) TA: Rs 1053

v) Medical Allowance: Rs 300


So, in these times, when Unemployment in J&K is at its peak, getting Rs 28500/- Per month as VLW / Panchayat Secretary is a good career opportunity.


Career - Progression (Growth) of Village Level Worker

A VLW is one such post, where you will start as a Jr. Level Worker and ends up as an Administrative Officer


1) Inspector (Grade-II) : The First Promotion for a VLW is Inspector Grade-II which is a level -6 Post (Rs 35400 - Rs 112400). For this promotion, you need to have 5 years of service as Panchayat Secretary and on seniority basis


2) Inspector (Grade-I): The second promotion is Inspector (Grade-I) which also need 5 years service as Inspector Grade-II and on seniority basis. The pay-scale of Inspector Grade-1 is level -6  (Rs 35400 - Rs 113200)


3) Block Development Officer (BDO): A Panchayat Inspector (Grade-I) gets the post of Block Development officer after a substantive service of 5 years. 

This way you can start your career with Village Level Worker and ends up as a Block Development Officer


Eligibility Criteria for JKSSB Village Level Worker (VLW) / Panchayat Secretary


To apply for Village Level Worker Jobs in Jammu and Kashmir's Rural Development Department, you should full fill the below mentioned eligibility conditions. 


1) Domicile: Applicant whould be a Domicile of Jammu and Kashmir.


2) Age-Criteria: Applicant should have his/her age in between 18 to 40 years. The cut off date for determining the age-limit is  Ist Day of that year, in which the Notification is announced. Example. If VLW / Panchayat Secretary posts gets announced in 2022 then cut off date for determining the Age-Limit is 1st Jan, 2022.


3) Educational Qualifications. Applicant should have completed 10+2 or equivalent. There is no particular advantage of Higher qualification for recruitment, but those having Graduation shall have an edge over others at the time of promotion.


Syllabus and Exam Pattern


The Selection Process for the Recruitment of Village Level Workers (VLW's) in Jammu and Kashmir, comprises of Written Test only.


JKSSB will conduct a written test (MCQ's) for Panchayat Secretary, on a specified date and schedule. 


The Question Paper shall be as per the prescribed Syllabus. In our upcoming posts, we will share the Syllabus for JKSSB Panchayat Secretary posts. In there are any changes in the syllabus, we will update the same on this page.


1) There will be 120 Questions. Each Question carrying one mark.

2) Total Time Duration will be 2 hours.

3) There will be negative marking of 0.25 marks for every incorrect answer.


Introduction of Common Written Exam by JKSSB


In his recent Interview, Chairman, Service Selection Board, has clearly mentioned that JKSSB has plans to introduce, Common Written Exam for Posts having Same Qualification and Same Syllabus


Example: Both VLW and Sub-Inspector (Finance) has Graduation as the Basic Qualification, as such both have same Syllabus. So there will  be a Common Written Exam for both these posts. This will save the Time, Energy and resources both for JKSSB and Aspirants. 


The Selection will be done on the basis of Merit cum Preference Method, this is the widely acceptable method, and followed by reputed recruitment agencies all over the India.

Applicants willing to apply for these VLW posts by JKSSB, should submit their application form through online mode at the official website of JKSSB.Aspirants should know that Notification is not yet announced, and it will take some time, before the Official Advertisement in Released.
